my brother owns the two family house we live in,we dont pay rent,however the?
Byupstairs tenants do,my brother is allowing them to do as they please ,and use all our facilities,washer,dryer,as well as the use of the fusebox,they make noise at all hours of the day ( especially at night ) my 91 yr old mother has had brain surgery and is home recuperating,she needs quiet,and all we get is NOISE.yesterday they cme downstairs and went into the garage and were fooling around with the fusebox flipping all the tabs,then i assume they fixed their problem,but no they came back down here and went tab flipping again,i mean isnt this using my brother? they pay a good rent to my brother which is true,but that doesnt give them the right to wipe their feet in face.my brother doesnt care what they do,but i do,i think theyre milking him,and i think it rude,whats your opinion.

You have the option of moving out, but it will cost you. Since you do not pay rent, and your brother/owner does not care, you do not have many alternatives.

Since they are paying the rent, they may feel that they can do whatever they want. Was use of the washer and dryer part of the agreement when they moved in? Did your brother give them any noise restrictions when they moved in?
It seems that your brother has 2 choices. He can either continue allowing them to do as they please, and collect a good rent. His other choice is telling them they must keep the noise down and stop fooling around with the fuse box. The tenants then may decide that they would rather live elsewhere.
If there are more tenants than houses, then getting a new tenant may be acceptable to your brother. If the tenants move out, what guarantee will he have that the new tenants will protect his property? Will they put holes in the walls?
Your brother may want to write up a lease agreement clearly stating what is acceptable and what is not acceptable prior to accepting someone as a tenant.
